I've just set up a laptop with windows 7 for making some tests with a wago 750-873 PLC and codesys 2.3.9.7 (the correct version as delivered from Wago)
I'm at home, my laptop is connected through Wifi with the internet router, the PLC is connected through RJ45 withe the router
my PC has IP 192.168.1.109
wago PLC has IP 192.168.1.3
I can ping the wago
I can also access it through wago's web interface
I've setup supposely the correct communication parameters in Codesys. When I try to login, i receive a communication error.
All this steps are displayed on the appended pdf file
An end module (750-600) was connected but mis-aligned (no DIN-rail). The I/O led was blinking red on the CPU. I aligned the rack and rebooted the PLC. all lights are green, connection is correct.

There is probably no end module (750-600) connected to your controller.
